Figure 1 summarises the paper’s core argument. Drawing on 15 recent MOPAN assessments and complementary studies, we find persistent challenges to effectiveness, sustainability and inclusiveness in UN results. The paper hypothesises that a major driver of these challenges is underinvestment in policy advice and limited direct funding to local and national responders. We also examine the underlying causes: misaligned financial incentives, results-based management (RBM) measurement bias, limited integration across functions and capacity constraints.
