Our mission

MOPAN (the Multilateral Performance Network) is committed to strengthening the multilateral system to ensure it delivers effective, transparent and impactful results for people worldwide.

MOPAN provides independent, evidence-based assessments of multilateral organisations, offering actionable insights that drive better performance and accountability across the multilateral system. By fostering collaboration and learning, MOPAN empowers multilateral institutions to address complex global challenges, from poverty eradication and sustainable development to climate action and humanitarian crises.

Through rigorous analysis, constructive dialogue and unwavering commitment, MOPAN works to build a world where multilateral cooperation drives meaningful change.

Our value

Members recognise that as no country can solve interconnected global and local challenges alone, multilateral engagement, underpinned by timely, impartial, relevant and robust evidence on multilateral effectiveness, remains the best way to advance national as well as shared priorities.

MOPAN’s performance information provides value to its members by:

• Contributing to each member’s evidence needs in support of accountability requirements, risk management, policy decisions and funding allocations, as well as supporting change through bilateral dialogue with multilateral partners.

• Contributing to members’ engagement in formal and informal multilateral governance and policy dialogue fora by providing an objective picture of multilateral performance through its evidence and insights.

MOPAN performance information provides value for multilateral organisations themselves by providing independent performance evidence informing organisational learning and reducing administrative burden:

• Providing independent and rigorous insights about multilateral organisations’ performance, including the challenges they face and enabling factors, helping to build knowledge and a shared understanding amongst all stakeholders;

• Informing organisational improvements through findings and insights from individual performance assessments, dissemination of good practices and learning across the multilateral system; and

• Meeting MOPAN member needs for performance information to reduce the need for additional bilateral due diligence assessments.

An effective multilateral system is a shared ambition across a broad range of stakeholder groupings, including MOPAN members, organisations and their broader constituents, partner governments, peers, civil society and academia. Working with these stakeholders enables MOPAN to enrich its performance information through diverse perspectives, helping to strengthen MOPAN’s legitimacy and capacity to influence, champion change and promote multilateral effectiveness. To achieve these goals, MOPAN will deliver value to these stakeholders by:

• Providing access to performance evidence which increases knowledge about how multilateral organisations function, their effectiveness, opportunities for improving and how organisations are working together as a system;

• Providing evidence and knowledge to help implementing partners and other actors better navigate their relationships with different organisations; and

• Ensuring that a broad range of views, perceptions and experiences are included in MOPAN’s assessments and insights, ensuring their relevance and promoting uptake.

Our governance

MOPAN operates through a transparent governance structure led by the Steering Committee, the primary decision-making body comprising representatives from all 21 member countries. The Steering Committee is lead by an elected Chair that rotates annually. The chair is supported by a Bureau that includes the past, current, and incoming Chairs as well as the Head of Secretariat and representatives from working groups.

Members contribute equal annual fees to fund MOPAN’s assessments, products and Secretariat operations. Financial details are published in MOPAN’s Annual Reports. Since 2013, the Secretariat has been hosted by the OECD’s Development Co-operation Directorate in Paris under a formal agreement.
