1. Purpose of the Notice
This notice explains how the Multilateral Performance Network (MOPAN) collects, uses, and protects your personal data when conducting partner surveys, in line with the OECD Personal Data Protection Rules (Annex XII) to which MOPAN is bound as an independent hosted entity.[1]
MOPAN conducts performance assessments of multilateral organisations to promote accountability and support learning toward enhanced organisational effectiveness. Participation in this survey is entirely voluntary.
2. Data collection and access
The MOPAN Secretariat collects personal data on the external partners of the organisations we assess, including name, surname, email address, job title, and organisation. This data will support the collection of evidence used in performance assessments of multilateral organisations through a survey of those organisations’ external partners.
These data will be transmitted from the assessed organisations and from MOPAN Member country representatives to MOPAN for use by MOPAN staff and its contractors in the conduct of the surveys.
The information collected through the survey, which focuses on perceptions about how the organisation performs in several areas, is collected by the Secretariat and anonymised. It is shared only with MOPAN’s contractors who support the implementation of assessments. These contractors are obligated to abide by the OECD's Personal Data Protection Rules as part of their contractual obligations..
Data collected may be retained by the MOPAN secretariat to inform improvements to the survey process. Individuals have the right to request access, rectification and erasure of their personal data at survey@mopan.org.
3. Legal Basis for Processing
The legal basis for processing your personal data is:
· Your consent, obtained through your voluntary participation (Art. 6(1)(a) GDPR);
· And/or MOPAN’s legitimate interest in conducting assessments to fulfil its mandate (Art. 6(1)(f) GDPR).
You may withdraw your consent at any time without consequences.
4. Access to Your Data
Your personal data is processed by the MOPAN Secretariat and contracted service providers engaged to support assessments. These contractors are contractually bound to confidentiality and data protection obligations. Data is anonymised before being shared with MOPAN service providers and will never be shared with assessed organisations.
5. Use, Publication and Confidentiality
Survey responses are used as evidence in MOPAN assessments as described in the MOPAN methodology.
All responses to this survey will be strictly confidential. Comments you make will not be attributable to you or your organisation and will remain exclusively with the MOPAN Secretariat.
Survey results will be shared in aggregate form only. Your contact information such as email address will also remain confidential and will only be retained by MOPAN during the assessment period.
6. Data Storage and Security
Data is collected via LimeSurvey, hosted by Survey Consulting on secure servers located within the European Union, compliant with GDPR standards. Data is also stored in secure internal systems managed by the MOPAN Secretariat. Access to this data is restricted to specific MOPAN staff members.
7. Your Rights
Under applicable data protection rules, you have the right to:
· Request access to your data;
· Request rectification or erasure of your data;
· Restrict or object to processing;
· Withdraw your consent;

The MOPAN secretariat is the legal entity responsible for the processing of your personal data and determines the objective of this processing activity.
