In March 2025, the UN Secretary-General launched the UN80 initiative to explore how the UN can become more agile, integrated, and better equipped to respond to today’s complex global challenges amid tightening resources. Workstream 2 of this initiative reviewed mandate implementation and produced proposals to: (1) support mandate creation; (2) improve mandate delivery, including through more effective use of resources; and (3) strengthen mandate review. These proposals emphasise the Funding Compact, which seeks to increase the share of flexible and predictable funding provided to the UN system.
This brief provides a complementary perspective by examining how resources are allocated across the core functions of 15 humanitarian and development-oriented UN entities recently assessed by MOPAN. It argues that more balanced resource allocation can strengthen mandate delivery, and that financial and institutional incentives must be addressed to achieve system-wide change.
Beyond its relevance to the review of mandate implementation, the thematic brief’s analysis of core functions will also be useful in informing future deliberations as part of UN80’s Workstream 3 on structural reforms and programme realignments, and decisions made in response to the Report of the Secretary General: Shifting Paradigms: United to Deliver6, published on 18 September 2025.
The analysis follows a problem-tree approach, covering both effects and root causes. The brief is structured as follows:

This document is part of a series of three thematic briefs on multilateral effectiveness in a shifting landscape, alongside briefs on efficiency and on comparative advantage and collaboration. Together, the thematic briefs and a separate mapping of multilateral organisations’ responses to funding cuts aim to inform MOPAN members, multilateral organisations, and other stakeholders as they navigate reforms. This brief in particular aims to inform Member States’ deliberations on how UN80 reforms can strengthen mandate delivery.
